Guam Power Authority

Delaris assisted the Guam Power Authority (GPA) with several projects, including a network mitigation project to support their Enterprise Resource Planning (ERP) implementation, an initial network fusion plan between the Guam Power Authority and the Guam Water Authority (GWA), the migration of the organization to Exchange, and the implementation of improved security.
The network mitigation project was our first experience with GPA. At the time, GPA was in the process of implementing a new ERP project and the ERP vendor had run into some problems with the network that led them to believe that their software would not run effectively in the GPA environment. Delaris was contracted to investigate the cause of the network anomalies, mitigate them if possible, and document the results.
Fast Response
Delaris personnel were on site within one week. Initial assessment revealed that network traffic had been inadvertently flowing over phone grade wiring, resulting in bad signaling and packet loss. Additionally, there was a great deal of RF noise in the building from power wiring issues contributing to the problem. In order to keep the ERP project on schedule, Delaris supervised the rewiring of portions of the building by GPA personnel using modern networking standards, tested and validated the new network paths, and documented the results. The result was that a potentially damaging litigation was averted for both parties and the ERP project got back on-schedule.
This work led to further analysis of the GPA network. As a result of this, GPA elected to re-work their entire network infrastructure under the auspices of a new Voice Over IP phone system. The VOIP contractor installed an entirely new IP network, solving the overall network problems.
GPA also asked Delaris to do initial planning to merge their network with the GWA as a result of plans to merge the two business entities. Delaris personnel conducted interviews and mapped out both networks including all remote sites, and drew up a plan to merge the two networks into one infrastructure. These plans were developed further by GPA into a project plan that could be presented to the Guam Public Utilities Commission.
Delaris also setup and validated an Exchange environment for the GPA that integrated into their existing domain and network infrastructure. Delaris developed training materials and conducted one-on-one training with GPA personnel on mail system administration. Delaris also assisted GPA with mitigating a virus attack that disabled the GPA network, and with implementing improved security.
