Delaris was sub-contracted to conduct testing of the new Portland Bureau of Emergency Communications (BOEC) Computer Aided Dispatch (CAD).
This system is used to track 911 calls and first responders (fire and police). Delaris personnel, working under supervision of the procurement management contractor, reverse engineered the SOAP (Simple Object Access Protocol) based protocol used between the CAD workstations and the CAD server cluster, then implemented a progressive load using soapUI to exercise the application and database layers of the CAD application. Additionally, Delaris implemented a test schema through a proprietary vendor test tool to stimulate the load through the radio network. Several choke points were identified. These were fixed or mitigated by the CAD vendor, then retested. Finally, Delaris documented the test setup and scripts that had been developed so that City of Portland employees could conduct follow-on testing themselves. This work gave City managers increased confidence that the system would perform correctly under all loading conditions, including large civil defense type scenarios, that the older system had trouble handling. This project has been live and exceeding expectations since April 2011.
